From security training for conflict zones and the seconding of civilian experts for OSCE, EU, NATO and UN missions to analyses for the German parliament: the Center for International Peace Operations (ZIF) provides services and expertise on peace operations under one roof. ZIF's integrated approach – covering Training, Human Resources, International Capacity Development and Analysis – is acknowledged worldwide as a leading model.
Our job is to strengthen civilian capacities on crisis prevention, conflict resolution and peace consolidation. The core mandate of ZIF is as such:
- The qualification, secondment and supervision of civilian personnel for international peace and election observation missions, including the implementation and maintenance of an expert roster by expert German personnel;
- The compilation of independent analyses, lessons learned and conceptual contributions, as well as event, information and consultation services on peacekeeping and peacebuilding and
- The provision of consultation and support in the strengthening of structures and processes in international partner organizations and peace missions.
Since summer 2017 ZIF has been a seconding organization for German personnel in OSCE and EU peace missions and as such a fully-fledged employer of these "seconded staff". This was a result of a revision of the Secondment Act. It was preceded by a transformation process that last several years and gave the seconded German staff far better welfare provision protection.
To these aims ZIF works closely with the German Foreign Office, the Federal Ministry of Economic Cooperation and Development, the Federal Ministry of the Interior, the Federal Ministry of Defense and various international organizations, especially with the EU and the OSCE, and the UN.
